A New “Whatzit” from Eastern North Carolina

“I have a neckerchief that is in Croatan Lodge’s collection. It came from a professional Scouter active in North Carolina from the 1930s-1950s, though obviously we are unsure the origin.”

Can anyone help him? 

I really doubt it’s from Croatan lodge.   There really isn’t anything about it to even label it an OA, or even BSA, item.   Still it’s an odd piece.  It would be good if Croatan lodge could properly label this piece in their collection, no matter what it is
