Skyloo 442 - District Issue vs. Chapter Issue

As time passes so does does the knowledge of why a patch was issued. This has been the case with Skyloo 442/Columbia Pacific Council.
Over the past several months several items have appeared on ebay and in the blue book that suggest that a chapter in Skyloo issued a patch or neckerchief. As the co-historian of 442 along with Paul Collett, I am going to shed some light on this subject.
