From SoCal: Lodge or Council Issue?

I’ve seen these pieces before, but in the midst of everything else I see I keep pushing these aside and ignoring them. Just recently Richard Gage from New York sent me this image and asked what they are.
It would appear these were issued in 2001. So why was no mention made of these in the Blue Book in 2002… or 2004… or 2006? This makes me wonder if this was not really a lodge issue.
The flap clearly names Wiatava lodge. Crow and Modoc are both chapters within that lodge.
Then it gets confusing. A search on Google ™ shows that Firestone Scout Reservation is a camp operated by the Los Angeles Area Council. Siwinis is the lodge for that council. I have found references to this camp being used by units and districts in the northern part of Orange County Council, so perhaps these pieces were issued for some event?
I can’t find any relevant reference for “Portamigo”.
Does anyone know what these pieces are? Who issued them? Why haven’t the California folks included these in Blue Book?
I was researching this piece, when I found your blog post in Google, I was hopeful I would have the answers I was looking for. Unfortunately you are asking the same questions I had… oh well.
