Tasunka Witco 171: Uknown Flap?

Irv Block sent me an image of this flap he acquired in trade some time back. He was expecting an S1 but got this flap instead. I’ve been slow to do anything with it because I don’t know where to place this on my site.
Blue Book describes the S1 from this lodge as measuring 127×65mm. This flap is significantly squatter at only 120×63mm. None of the other issues’ descriptions fit this flap.
