Odd “Patrol” Patch

I was recently sent an image of a rather odd looking patch. This patch is on the right sleeve in place of a patrol medallion on a 1964 National Jamboree patrol leaders shirt. It’s the size of a patrol medallion.

I’m probably imagining things again, but if one looks carefully, what appears to be three Ws can be seen arranged in the form of a triskelion.

From its placement we can guess this is a custom made patrol patch.     Beyond that, I have no idea what this is supposed to be.     Can anyone out there shed some light on this?

    Reminds me a little of the plastic inserts that you used to need to play a 45rpm record on a regular 33 1/3 spindle…..was there a 33 and a 3rd lodge? …. :)
